Oakland Everything Data named key subcontractor on major public sector frameworks

Oakland Everything Data has been appointed as a key subcontractor to technology reseller Softcat on two UK Government Commercial Agency (GCA) procurement frameworks: Technology Services 4 (TS4) RM6190 and Digital Outcomes and Specialists 7 (DOS7) RM1043.9.

Softcat was named as the primary supplier on the agreements, with Oakland providing data, analytics, and artificial intelligence support.

On the TS4 framework, which carries an overall value of up to £19.2 billion across its lifetime, Softcat secured places across nine lots. Oakland will act as subcontractor across Lot 1 (Technology & Digital Consultancy) and Lot 5/5a (Application & Data Management), focusing on data strategy, engineering, governance, and AI implementation.

Under the DOS7 framework, Softcat and Oakland secured positions across three lots covering Digital Outcomes, Digital Capability and Delivery Partners, and Digital Specialists.

In February 2025, Softcat acquired Leeds-based data consultancy Oakland for an initial consideration of £15 million, with potential earn-out payments extending the total transaction value up to £59 million. The acquisition was executed to integrate specialist data architecture and analytics expertise into Softcat’s core enterprise services, providing the technical basis for the joint public sector framework bids now being deployed under the GCA agreements.
