Oxford has been included in a list of the world’s top locations for artificial intelligence following the publication of the inaugural AI Cities Index by The Observer.

The global report evaluated 57 cities across 36 countries, assessing public and private capital investment, technological innovation, and local infrastructure supporting artificial intelligence deployment.

Oxford was one of four UK cities featured in the index, alongside London, Edinburgh, and Cambridge.

The report highlighted Oxford’s operating environment, citing its concentration of research institutions, academic publication output, and educational programs focused on artificial intelligence development.

Globally, San Francisco ranked first, followed by New York, Seoul, Beijing, and Paris, with London placing sixth. Paris was identified as Europe’s top location for artificial intelligence investment, supported by state funding initiatives and open-source development from firms such as Mistral AI.

Patricia Clarke, technology editor at The Observer, said: “This is the first time anyone has mapped AI’s ever-expanding reach beyond the national level. Unsurprisingly, San Francisco defends its reputation as the capital of technology and innovation. But Europe’s story is more nuanced. London’s strength lies in the scale of its commercial ecosystem.“

The international recognition reflects Oxford’s position within the UK’s golden triangle of academic research, where spinout companies and institutional funding continue to drive enterprise technology development. Corporate disclosures and regional investment analyses show that tech venture activity across Oxfordshire attracted £1.2bn in private capital over the previous financial year.
